Cirencester almost took an early 8th minute lead but Adulai Sambu was denied by a fine save from the Wolves` keeper Charlie Taylor.
At the other end, Alex Harris tipped an Enock Ekongo effort over the bar and then, a minute before the break, the visitors made it 2-0 when Nick Hancock benefitted from some poor defending to beat Taylor from 8 yards out.
Conditions worsened in the second half and the hosts got themselves back into the game on 73 minutes with a great striker from skipper Ernold Haxhiu from just outside the box.
Taylor made three saves in succession to keep FC Romania in the contest, but, in the end, Cirencester held firm for three points.
