The 28-year-old had re-joined Hamworthy in June 2021 from Wessex League side Christchurch.
He captained Christchurch during their run to the Third Qualifying Round of the Emirates FA Cup in 2020/21, departing Hurn Bridge to return to Hamworthy.
In his first stint at the club, he had been named as the supporters’ player of the year.
Wimborne boss Tim Sills told his club’s website: “Really happy that Billy has agreed to sign for the upcoming season. He’s a natural leader and a proper defender who will be a huge asset to the squad.
“Another player I have worked with previously and trust implicitly to represent the badge with 100% commitment”.
