After an impressive pre-season with Rovers, Keates – rated as one of the best players in the South West Peninsula League last season - adds fluidity to the midfield with good link up play, energy and combativity.
The 22-year-old joins Rovers from Brixham AFC, where he had been since the middle of the 2022/23 season.
In August 2021 he joined then-Southern Division One South side Barnstaple Town from Stoke Gabriel.
He had re-joined Stoke Gabriel in February 2020 from Newton Abbot Spurs and was previously with South Devon league side Watcombe Wanderers.
