The 28-year-old joins the Martyrs, relegated from the Premier Division South at the end of 2021/22, from Vanarama National League South side Bath City.
He had joined the Romans in July 2021 from Cymru Premier side Cardiff Metropolitan University but got limited opportunities at Twerton Park.
He had been on the lookout for a new club after moving on from Cyncoed Campus after ten years of service with the Archers.
He began his career with Ipswich Town, where he became a regular in the Tractor Boys` under-18 side.
After being released from Portman Road in the summer of 2009, he signed for the-Conference National outfit Salisbury City.
He spent a couple of seasons at the Raymond McEnhill Stadium before moving to Cardiff Met.
Merthyr boss Paul Michael told his club’s website: “Will is an experienced keeper with a little bit of a point to prove after a season of limited opportunities at Bath City.
“Having said that he’s been at a very good level behind a top keeper who was also club captain and Will did very well when opportunities presented themselves. Will is a good leader who will command his area and give excellent info to team-mates and his distribution is outstanding. He’s another one who will contribute to a culture of high standards on and off the pitch and I’m delighted to be able to welcome him to Merthyr Town.
“We need competition in all areas of the pitch and goalkeeper is no different. In Jamie Cogman and Will, we have two of the best available with contrasts between them and any team who wants to be successful needs this solid base from which to build”.
