The 23-year-old joins Rovers from Toolstation Western League Division One side Bishops Lydeard, for whom he scored 10 goals in 26 games in 2021/22.
Borges, previously with Bridport and Wellington, hails from Sao Tome & Principe and has come through trials after being recommended by his friend and former Rovers` striker Leighton Thomas, who was recently sold to Vanarama National League South side Hungerford Town after finishing as top scorer last season.
Borges joins manager John Rendell’s earlier new recruits, Martin Lenihan and Chris Peck from Frome Town and Charlie McLauchlan from Mangotsfield United at the First 4 Pools Stadium, Winterfield Road.
Meanwhile, Dan Cottle has re-signed for Rovers, as has James Byrne, Ed Butcher, captain Neil Martin, Nuno Felix, Dan Dempsey, Will Harvey, Dave O’Hare and keeper Aaron Sainsbury.
