The 20-year-old played for Cymru South side Cambian & Clydach Vale before joining Championship outfit Cardiff City’s academy and then switched to League Two Newport County’s equivalent in 2014.
Whilst on the Exiles` books, he had a 6-game loan spell with Southern Division One South side Bristol Manor Farm.
In the summer of 2020, he was released by County and signed for Vanarama National League Aldershot Town.
Watts joined the Seagulls on loan in March until the end of the 2021/22 season.
He had already featured for the Seagulls` then-league rivals Farnborough and Hayes & Yeading United on loan, being a regular starter in both teams.
Watts, who possesses quick feet and good technical ability, was released by the Shots at the end of last season, having played 6 times in their first team.
Manager Scott Bartlett told his club’s website: “Elis is a good young player with potential.
“We like what we saw last season, and he’s come in and worked hard this pre-season.
“He can play anywhere in an attacking sense and gives us another option in a few areas so it’s a good move for us and a good platform for him.”
Weston have also re-signed defender Jack Holmes after he has been impressing in pre-season so far.
The 24-year-old first signed for the Seagulls last in August 2021 from Southern Division One South side Slimbridge but spent all of the 2021/22 campaign injured and undergoing rehab.
Bartlett added: “Jack was terribly unlucky with injuries last season but came in weekly throughout the season to rehab at his own expense.
“I am delighted he is now fully fit and able to show everyone what a good player he is.
“Jack can play virtually anywhere so gives us some good options in that regard.
“There was a lot of competition for both players (Elis and Jack), but they have both recognised how well players are treated here and have showed a bit of loyalty to the club”.
