The 30-year-old has previously appeared 143 times for the Robins, scoring 57 goals, including three very important winning goals during his loan spell last season.
Turner had been with Barnstaple since January 2022.
Originally with Ilfracombe Town, Tiverton Town and Bridgwater Town, he was a prolific goalscorer in his last spell at Mill Road which ended in May 2017 when he first joined Bideford.
He also banged in the goals for Western League Premier Division outfit Helston Athletic.
