Twenty-two-year-old Barrett was at Newcastle United for ten years, making it all the way to their under-23 side before brief spells at Scottish Premiership outfit Inverness Caledonian Thistle and Vanarama National League North side Blyth Spartans, who he joined in January 2023.
Barrett also has Welsh international honours at under-16 and under-17 level.
Manager Jake Ash told his club’s website: “We’ve been really fortunate to get Ryan on board. I started talking to him earlier in the summer and he was looking for a new challenge and somewhere he could get a regular run of games after things being a bit ‘stop-start’ after his time at Newcastle.
“Given his background, he obviously has a fantastic pedigree. He has real quality on the ball and I think because of that he will be able to play in a variety of positions for us.”
Eighteen-year-old Lewis was released by Championship club Cardiff City this summer.
He comes all the way from Treorchy, Rhondda Valley in South Wales, but will now be based locally, ahead of an exciting first campaign in the Southern League for Mousehole.
The Welsh ball-playing defender impressed on his debut for the Seagulls in a 3-0 win against Hayle last Saturday.
Ash expressed his delight and excitement at signing the Welshman: “As soon as I saw Morgan I knew he was a player who’d suit us. He has fantastic quality on the ball and a really good level of aggression in his duals. He’s only 18 so he’s still got loads of development ahead and I’m really chuffed he’ll be doing it here with us”.
