The 21-year-old started his career with Wolverhampton Wanderers, where he came through the academy system to play at under-18 level.
He spent 10 years at Wolves and is an exciting box-to-box player.
He was released by Wolves at the end of the 2020/21 season and joined Hednesford Town.
He aroused the interest of a number of EFL and Premier League clubs in his first season as a Pitman.
Parker becomes the Yeltz's third new recruit this week, and Smith told his club's website: ''Although I’m happy with the options we have in the midfield area, it’s impossible not to be interested when a player of Todd’s ability becomes available.
"Not only available, he has shown a keenness to come to us. That speaks volumes for what we are trying to build as a club. This is a very exciting signing for us''.
