The 29-year-old has been high on the managers` wish list this summer, having caused numerous problems playing against Westbury last season.
Norris re-joined Larkhall in early December 2021 from Toolstation Western League side Odd Down.
He had left the Larks in the summer of 2021 to join the Downers, having returned in the summer of 2019 from Frome Town.
He started out at Bath City and then played for Cinderford Town and Paulton Rovers before his first spell with the Larks in 2014/15.
He left for Yate Town and then Melksham Town before he joined Frome in 2018/19.
Westbury’s joint managers Ricky Hulbert and Lewis Porter told their club’s website: “Brad is a proper player, strong, powerful, forward thinking with great pedigree at this level. He is tenacious in his work rate and will bring goals, creativity and experience to our side. We’re certain that adding Brad will bring out the best in our attackers and no doubt make us a stronger outfit moving forward.
“We are delighted to get him here, and we’re looking forward to seeing him thrive and enjoy his football in a Westbury United shirt”.
